Under his administration, the NCCU Police Department became one of the most effective and progressive university law enforcement agencies in the state. During his tenure he worked aggressively with his team to establish goals and a philosophy to become a “High Performance Agency”, defined as one that provides courteous, flexible and effective police services to the community. Chief Williams developed the agency into a values-driven organization rather than policy-driven.
