Developmental Associates has been providing management consulting services for over 20 years. In 2004, we incorporated as an LLC, added psychological assessment to our portfolio of services and expanded our client base to include nonprofit and educational organizations.

Our Team:

Dr. Stephen Straus is President and Founder of Developmental Associates. He earned his Bachelors Degree from the Wharton School of Business at the University of Pennsylvania, a Master of Public Administration from the University of North Carolina at Chapel Hill and a Ph.D. from Duke University in Political Science. He is a former Assistant City Manager in Southern Pines.

Dr. Straus serves as an Extension Professor in the Master of Public Administration program at North Carolina State University and instructs law enforcement managers in the Administrative Officers Management Program (AOMP) and in the Law Enforcement Executive Program (LEEP) at NCSU.

He teaches a variety of courses to public and nonprofit managers that include Results-Based Management and Supervision; employee and executive selection and promotional methods; and customer/citizen-driven service.

Dr. Straus has developed recruitment and selection processes for many chief and public manager positions in local government and in higher education. He is an expert in assessing and implementing improvements in leadership, human resource practices, and organizational culture. He has also facilitated board and manager, and manager and staff retreats, and results-based strategic planning for numerous organizations.

Dr. Heather A. Lee earned a M.S. and a Ph.D. from North Carolina State University in Industrial/Organizational Psychology. She is a Senior Partner with Developmental Associates.

Dr. Lee is an organizational consultant specializing in the nonprofit, governmental and educational sectors. She is a faculty member for the NC Certified Public Manager Program and the NC Center for Women in Public Service. She previously served as Associate Professor of Human resources and Psychology at Peace College and Vice President for Human Resources for Easter Seals of North Carolina. She is a Certified Senior Professional in Human Resources (SPHR).  She volunteers as Chairperson for the Chordoma Foundation Board of Directors.

Dr. Lee is an expert in emotional intelligence testing and incorporating EI testing in selection and promotion processes for public and nonprofit managers. She specializes in organizational assessment, performance management systems, and hiring process design for law enforcement positions.

Dr. Lee routinely offers training programs on emotional intelligence, group processes, performance management and effective hiring strategies. She is certified to administer a variety of assessment instruments to aid in organization, leadership and individual development and is a Certified Trainer for Higher Education and Business EQi.

Dr. Korrel Kanoy earned a Master of Arts and a Ph.D. from the University of Tennessee at Knoxville in Child Development and Educational Psychology. She currently serves as Managing Partner of Developmental Associates and is a Professor of Psychology and Child Development at Peace College in Raleigh.

Dr. Kanoy is an expert in emotional intelligence testing and the analysis of job candidates using EI. She is certified to administer the Inventory of Leadership Styles, the Organizational Climate Survey, the Emotional Competence Inventory, the Bar-On Emotional Quotient Inventory, and is a Certified Trainer for Higher Education and Business EQi.

Willie R. Williams, a three-time police chief, was selected to lead the North Carolina Central University Police Department in November 2006. An industry expert on management and leadership, Chief Williams has served in a variety of assignments in the patrol division, narcotics bureau, criminal investigations division, criminal intelligence bureau, and the administrative division.  Willie serves as a Senior Consultant at Developmental Associates.   

He holds a Bachelor of Arts degree in Political Science and a minor in Education from North Carolina Wesleyan College. Chief Williams is a graduate of the FBI Academy (129th Session) and the FBI Law Enforcement Executive Development Training Program, 1994. He is also a graduate of the Southern Police Institute and Municipal/County Government Program at the Institute of Government, University of North Carolina at Chapel Hill.

At North Carolina Central University (NCCU), Chief Williams has made Public Safety a top priority. Under his administration, the NCCU Police Department has become one of the most effective and progressive university law enforcement agencies in the state. During his tenure he has worked aggressively with his team to establish goals and a philosophy to become a “High Performance Agency”, defined as one that provides courteous, flexible and effective police services to the community. The NCCU Police Department is a customer friendly agency with clearly defined philosophies, values and policies. It is a values-driven organization rather than policy-driven.

Thomas M. Moss retired after a thirty-three year career in law enforcement in North Carolina, the last twenty as Chief of Police in Garner. He earned a Bachelor of Science in Criminal Justice from NC Wesleyan College in Rocky Mount and a Master of Public Administration from East Carolina University. He is a graduate of the 151st FBI National Academy and the Municipal & County Administration Course at the UNC School of Government. He serves as a Senior Consultant with Developmental Associates.

Chief Moss chaired the Education and Training Committee of the NC Criminal Justice Education and Training Standards Commission and the Criminal Justice Improvement Committee of the Governor’s Crime Commission for many years prior to retirement. He is a Past-President and a Life Member of the NC Association of Chiefs of Police.  He was also awarded Life Membership in the International Association of Chiefs of Police. He is uniquely qualified to conduct law enforcement agency assessments and audits.

For the past twenty-six years, Chief Moss has been active in assessment center design and employee selection and training systems development. Under his leadership, the Garner PD implemented community policing and was awarded national accreditation by the Commission on Accreditation for Law Enforcement Agencies (CALEA). Tom was awarded The Order of the Long Leaf Pine by the Governor for his service to the citizens of Garner and the State of North Carolina.
